TCVN 9365 : 2012 Building for sports-culture – Basic principles for design
Foreword
TCVN 9365 : 2012 was converted from TCXDVN 281 : 2004 in accordance with the provisions of Clause 1, Article 69 of the Law on Standards and Technical Regulations and Point b, Clause 1, Article 7 of the Government’s Decree No. 127/2007/ND-CP dated August 1, 2007, detailing the implementation of certain articles of the Law on Standards and Technical Regulations.
TCVN 9365 : 2012 was compiled and amended by the Institute of Architecture, Urban and Rural Planning, proposed by the Ministry of Construction, appraised by the Directorate for Standards, Metrology and Quality, and announced by the Ministry of Science and Technology.
1. Scope of application
This standard applies to the design of new construction or renovation of cultural and sports centers.
NOTES:
1) Cultural and sports centers are used for the purpose of organizing cultural and sports activities at the district and township level.
2) For cultural and sports centers with special requirements, when authorized by competent authorities, they can be designed according to specific requirements and design tasks.

3. General provisions
3.1. Based on the nature, function and scale of the works, cultural and sports centers are divided into two types:
– Cultural and sports centers with common activity contents;
– Cultural and sports centers with activity contents bearing regional characteristics.
3.2. The scale of a cultural and sports center is calculated according to the seating capacity of the auditorium, from 100 to 500 people.
4. Requirements for construction site and general layout planning
4.1. The construction site for a cultural and sports center must be located within the approved general planning, suitable to the current local socio-economic and cultural development and future development potential.
4.2. The construction site for a cultural and sports center must satisfy the following requirements:
– Clean and beautiful environment suitable for cultural, sports, learning and training activities;
– Convenient transportation system, ensuring construction work and meeting the future operational requirements of the cultural and sports center;
– Favorable for electricity, water supply, and communication…;
– The site is in a high and dry position, airy, and requires little cost for special treatment of foundations or site drainage;
– The cultural and sports center must be located in the central area of the district or township with the service radius specified in Table 1.

4.3. The construction land area of a cultural and sports center is based on the scale, characteristics of the residential area and is specified in Table 2.

4.4. Cultural and sports centers should be located near other cultural and sports facilities, and the possibility of combining facilities to create urban cultural and sports complexes must be considered.
4.5. The use of agricultural land for the construction of cultural and sports centers should be limited. In case agricultural land is used, it must be approved by competent authorities.
4.6. The cultural and sports center must be set back from the construction boundary or the red line boundary of the main traffic route by not less than 6 m.
4.7. The provisions on protection zones and safety distances for construction works as prescribed in construction planning regulations [1] must be complied with. The minimum hygienic distance for cultural and sports centers is specified in Table 3.

NOTE: If the work is located downwind of the prevailing wind direction, this distance should be calculated appropriately. |
4.8. The orientation of the main functional blocks of the cultural and sports center must ensure that it receives the prevailing wind in summer. Natural light should be utilized to maximally illuminate the rooms in the building.
4.9. The general layout design of the cultural and sports center should be suitable for the following requirements:
– Clear functional zoning;
– Reasonable traffic organization;
– Suitable to the usage requirements.
4.10. The proportion of construction land area for the main functional areas of the cultural and sports center is calculated as follows:
– Construction area of architectural structures: | from 30 % to 35 %; |
– Construction area of outdoor training grounds: | from 25 % to 30 %; |
– Area of greenery and gardens: | from 15 % to 20 %; |
– Area of internal traffic: | 10 %. |
4.11. Around the construction site of the cultural and sports center, there must be protective fences and greenery strips to shield wind, dust and reduce noise. The width of the greenery strip is not less than 5 m for normal traffic routes and 10 m for high-density traffic routes.
4.12. In front of the entrance and exit of the cultural and sports center (where there is a performance hall), there should be a parking lot and gathering area, with a standard area of 0.3 m2/seat. The width of the audience dispersal route should be calculated appropriately but not less than 1 m/500 spectators. The calculation index for parking lot area is as follows:

4.13. The construction site of the cultural and sports center must have at least two entrances and exits for pedestrians, motorcycles and cars. There should be separate traffic routes for the warehouse area and parking lot.
5. Facility contents and design solution requirements
5.1. General requirements
5.1.1. The standard construction area of the main functional blocks in the cultural and sports center is regulated as follows:

5.1.2. The space of functional rooms in the cultural and sports center should have high adaptability and flexibility in terms of usage. The rooms must be arranged conveniently in terms of zoning for use and management.
5.1.3. When designing cultural and sports centers, it is necessary to arrange separate activity rooms for children and the elderly in a place with safe and convenient entrances and exits. The activity room for children should be decorated in a fun and bright manner, with colors suitable to the characteristics and psycho-physiological development of children.
NOTE: The needs of people with disabilities in the facility should be considered. Design requirements comply with TCXDVN 264 : 2002.
5.2. Mass activity block
5.2.1. The contents of the mass activity block include the following main rooms:
– Auditorium;
– Entertainment room;
– Communication room;
– Exhibition room (display room, tradition room);
– Reading room, library;
– Sports room, sports ground.
5.2.2. Auditorium
5.2.2.1. The auditorium includes: lobby, auditorium, stage, projection room.
5.2.2.2. The standard area of the auditorium is from 0.7 m2/seat to 1.0 m2/seat.
NOTES:
1) In case the auditorium scale is larger than 300 seats: the design of sightlines, seating arrangement, aisles, sound design, and projection room must comply with TCVN 5577:2012.
2) In case the auditorium scale is 300 seats or less, it can be designed as a multi-purpose room with a flat floor;
3) The stage floor level can be equal to the auditorium floor level and the sound quality must ensure speech clarity.
5.2.3. Entertainment room
5.2.3.1. Based on the activity content and actual needs, design the shape and layout. It can be designed with an attached management room and storage.
5.2.3.2. In case the scale of the entertainment room is large, the entertainment room for children and the entertainment room for adults should be separated. Outside the children’s entertainment room, there should be a combined play area.
5.2.3.3. The area of the entertainment room is determined as follows:
– Large entertainment room: | 70 m2 |
– Medium entertainment room: | 50 m2 |
– Small entertainment room: | 30 m2 |
5.2.4. Communication room
5.2.4.1. The communication room includes: dance room, tea room, management room, canteen.
5.2.4.2. Next to the dance room, a space for coat check, smoking area and small storage should be designed. The standard area of this space is 2 m2/person.
5.2.4.3. The dance room should have 2 doors that open directly to the outside, or to a corridor. The area of the dance room is from 160 m2 to 220 m2.
5.2.4.4. The tea room should have a preparation space, which includes a sink and water boiling equipment.
5.2.4.5. The floor must be flat and non-slip. It should be well decorated with interior furnishings and lighting. It must have sound insulation and noise reduction capabilities to avoid the transmission of sound affecting other areas.
5.2.5. Exhibition room
5.2.5.1. The exhibition room includes: display room, exhibition corridor and storage. The usable area of the display room is not less than 65 m2.
5.2.5.2. The display room should mainly use natural lighting and avoid glare and direct light.
5.2.5.3. The width and height of the entrances and exits of the display room and corridor should be suitable for the requirements of human evacuation, ensuring safety for the transportation of paintings and exhibits.
5.2.5.4. The walkways in the display areas are arranged conveniently for traffic. The positions of display cabinets and lighting equipment must be arranged with high flexibility.
5.2.6. Reading room
– The reading room includes: reading area, resource room, book and newspaper storage.
– The reading room should be located in a quiet place, with sufficient light, avoiding glare and direct light. The windows for lighting should have sun shading devices.
– When the scale of the reading room is not less than 50 m2, the children’s reading room should be separated.
5.3. Learning block
5.3.1. The learning block should be arranged in a quiet place in the cultural and sports center (except for the multipurpose practice room, sports room, and sports ground). The learning block includes the following rooms:
– Multipurpose practice room;
– Sports room;
– Sports ground;
– Classroom;
– Art teaching room.
5.3.2. Multipurpose practice room
5.3.2.1. The multipurpose practice room should be arranged in a reasonable position, not affecting adjacent rooms.
5.3.2.2. Toilet and shower room should be arranged for practitioners;
NOTE: Storage room must be provided if necessary.
5.3.2.3. In the practice rooms for dance, aerobics, bodybuilding, artistic gymnastics and some specialized subjects, along the walls, handrails and railings should be arranged for practice. No doors should be arranged on the wall surface and full-length mirrors should be placed.
5.3.2.4. The standard usable area of the multipurpose practice room is 6 m2/person.
5.3.2.5. The number of practitioners should not exceed 25 people/practice session.
5.3.2.6. The room height is determined based on the usage requirements, but not lower than 3.6 m.
NOTE: For sports rooms, the room height should comply with current regulations.
5.3.2.7. The floor of the multipurpose practice room should use wooden flooring.
5.3.2.8. The entrance and exit doors should be made of soundproof doors.
5.3.3. Sports room
The sports rooms for each sport must ensure the correct floor dimensions as specified in Table 4.
NOTE: In case the cultural and sports center organizes additional sports activities such as volleyball, basketball, badminton, football, chess, and some other sports according to local requirements, the area standards are taken according to the provisions in TCVN 4205 : 2012 and TCVN 4529 : 2012.

NOTE: Clear height is the height from the finished floor surface to the underside of the load-bearing structure or finished ceiling. |
5.3.4. Classroom
5.3.4.1. Classrooms in the cultural and sports center are organized into 2 types: small classrooms and large classrooms.
5.3.4.2. The number of people in each small class is about 40 people and in a large class about 80 people.
5.3.4.3. The standard area is not less than 1.4 m2/person.
5.3.5. Art teaching room
5.3.5.1. The standard area is calculated as 2.8 m2/person. Each class is not more than 30 people.
5.3.5.2. The main lighting direction from the windows for art teaching rooms should be North.
5.3.5.3. In the art teaching room, sinks should be placed in the four corners of the room and electrical outlets should be arranged.
5.4. Specialized work block
5.4.1. The specialized work block includes: Rooms for cultural and art work, fine arts, music, dance, drama, photography, audio – video recording and some other specialties, leadership of departments, young pioneer command, mass culture board.
5.4.2. The fine arts room should have a wall hanging system (for hanging paintings), light shielding devices, and sinks. The usable area is from 24 m2 to 32 m2.
5.4.3. The music room should have 1 to 2 instrument teaching rooms. Each room has a usable area from 16 m2 to 32 m2 and must take into account the requirements for sound quality in the room and soundproofing.
5.4.4. The photography room needs to have a photo studio and a darkroom for film development and printing.
5.4.4.1. The darkroom must meet the requirements of light shielding and ventilation, and local exhaust.
5.4.4.2. A practice space should be arranged in the photography room. Depending on the scale, 2 to 4 spaces can be arranged, each with an area of not less than 4 m2.
5.4.5. The audio and video recording room should be located in a quiet place in the cultural and sports center. The design requirements of the audio and video recording room must comply with the provisions in TCVN 5577 : 2012.
5.4.5.1. The interior decoration of the audio and video recording room and control room must ensure sound quality.
5.4.5.2. On the partition wall between the recording room and the control room, there must be a soundproof observation window.
5.5. Administrative management block
5.5.1. The administrative management block has a convenient location for external and internal management. The administrative management block includes the director’s room, work room, typing room, accounting room, reception room, duty room.
5.5.2. The auxiliary rooms of the administrative management block include: warehouse, electrical engineering room, garage, duty – security and some other service rooms arranged according to the practical requirements of each work. The room area is calculated according to the standard working area norms [2].
6. Requirements for fire prevention and fighting
6.1. The design of fire prevention and fighting for cultural and sports centers must comply with fire safety regulations for buildings and works [3] and TCVN 2622.
6.2. The fire resistance level of cultural and sports centers is specified in Table 5.

6.3. Performance halls, exhibition rooms, dance halls, large entertainment rooms, and multi-purpose rooms should be located on the 1st floor and have direct entrances and exits.
6.4. The clear width of corridors in cultural and sports centers must not be less than that specified in Table 6.
NOTE: The clear width is the distance between the two facing wall edges, or the distance between the two column edges (if any) that have been finished.

6.5. All doors on escape routes must open outwards to the corridor. Revolving doors, folding doors, and sliding doors are not allowed.
6.6. The width of the main entrance and exit doors of the exhibition room, dance hall, and large entertainment room must not be less than 1.5 m.
6.7. Places with large crowds in the lobby, stairs, and escape routes need to be equipped with emergency lighting and directional signage for dispersal.
7. Requirements for water supply and drainage and sanitary technical equipment
7.1. When designing water supply and drainage systems and sanitary technical equipment for cultural and sports centers, they must comply with the provisions in TCVN 4513 and TCVN 4474.
7.2. Water supply for cultural and sports centers must be taken from the common water supply system. In case there is no urban water supply system, it is allowed to use natural water sources but they must be treated by settling and filtering methods.
7.3. When designing the internal water supply pipeline network, it must be calculated according to the largest total water usage flow for all usage requirements.
7.4. It is allowed to design a local hot water supply system for rooms with necessary needs for learning service.
8. Requirements for ventilation – air conditioning and noise
8.1. In cultural and sports centers, ventilation and air conditioning systems must be designed for rooms with a large number of people such as: auditorium, exhibition room, dance hall, large entertainment room, multi-purpose room to ensure hygiene and anti-heat requirements in summer.
8.2. When designing ventilation and air conditioning systems for cultural and sports centers, the calculated indoor temperature of the rooms must be ensured as specified in Table 7.

8.3. Auditoriums under 400 seats and all classrooms and work rooms must be designed with natural ventilation and have ceiling fan systems.
8.4. Toilets need to have ventilation equipment and local exhaust.
8.5. The allowable noise level in the rooms must not exceed that specified in Table 8.

9. Requirements for lighting, electrical engineering and communication, telecommunications
9.1. Fully utilize natural, direct lighting for the following rooms: sports room, classroom, exhibition room, multi-purpose room. When designing natural lighting, the following lighting forms should be applied:
– Side lighting through windows on the enclosure walls;
– Overhead lighting through roof, skylights through roof openings and high openings of the building;
– Mixed lighting (combining side and overhead lighting).
9.2. When designing natural lighting for rooms, the minimum uniformity must be ensured:
– 0.7 for side lighting;
– 21 for mixed lighting (ratio between maximum and minimum illuminance).
9.3. The main functional rooms in the cultural and sports center need to be prioritized for natural lighting. The ratio of window area to floor area of the room must not be less than that specified in Table 9.

9.4. There must be measures and devices to reduce glare or avoid glare from direct or reflected light when there is sunlight.
9.5. All spaces in the cultural and sports center must be designed with artificial lighting. The minimum illuminance on the conventional calculation plane is specified in Table 10.

9.6. When designing artificial lighting for cultural and sports centers, in addition to the above regulations, TCXD 16:1986 must also be complied with.
9.7. Electrical distribution equipment should be located in a place that is easy to manage, with convenient access.
9.8. The electrical design in cultural and sports centers needs to take into account the ability of multi-functional activity rooms and the increase in the number of equipment.
9.9. The wiring in the rooms needs to be concealed and arranged appropriately with different electrical equipment.
9.10. The installation of electrical wiring and equipment complies with the provisions in TCVN 7447.
9.11. The lightning protection system for the works must comply with the provisions in TCVN 9385 : 2012.
10. Requirements for finishing work
10.1. Finishing work needs to comply with the provisions in TCVN 5674 and ensure the requirements of adaptability, durability and aesthetics.
10.2. Requirements for termite prevention must comply with the provisions in TCVN 7958:2008.
10.3. Public trash bins should be arranged to ensure convenience when in use, ensuring distance and environmental sanitation.
10.4. The floor of the auditorium must be anti-slip and easy to sweep. In technical rooms, the floor surface must be tiled with non-combustible materials.
10.5. Mass activity rooms need to use floor materials that are easy to scrub, wipe, and wear-resistant. Activity rooms for children and the elderly need to use wooden floors.
10.6. The walls and floors in the toilet areas must have a waterproof layer. The height of the waterproof layer from the finished floor or ground is from 1.0 m to 1.2 m for toilet rooms and 1.5 m for bathrooms.
10.7. At the door gaps of the auditorium, dance hall, and recording room, there must be soundproofing. The doors of the mass activity block and learning block must not have door thresholds.
10.8. Finishing work including painting, tiling, plastering, cladding… must meet technical, artistic and usage requirements. It is necessary to harmoniously combine interior and exterior decoration, roads, plants, and gardens.
10.9. In case the roof of the cultural and sports center is used as an outdoor activity area, there must be railings to block the empty edges of the roof. The height of the protective railing must not be less than 1.2 m. When the railings are made of metal, the railing details must not affect the activities of the users.
