TCVN 9212:2012 Regional Hospital – Design standard
Foreword
TCVN 9212 : 2012 was drafted by the Institute of Architecture, Urban and Rural Planning, proposed by the Ministry of Construction, appraised by the Directorate for Standards, Metrology and Quality, and announced by the Ministry of Science and Technology.
1. Scope
This standard applies to the design of new construction and renovation of regional inter-district general hospitals nationwide.
NOTES:
1) Regional inter-district general hospitals shall hereafter be referred to as regional general hospitals.
2) The scale of regional general hospitals depends on the population in the service area and must conform to the regional general hospital network planning approved by the Ministry of Health.

3. Terms and Definitions
This standard uses the terms and definitions given in TCVN 4470 : 2012 and the following terms and definitions:
Regional General Hospital:
A facility for medical examination, treatment and health care for patients, including several specialties and disciplines, to meet the needs of medical examination and treatment for people in the inter-district, town, and provincial city regions.
4. General Provisions
The design of regional general hospitals must comply with the general requirements specified in Article 4 of TCVN 4470 : 2012 and the provisions in this standard.
5. Requirements for Construction Site and Master Plan
5.1. Requirements for Construction Site
5.1.1. The location of the construction site must conform to the approved planning, have convenient transportation, and take into account future development needs.
5.1.2 Ensure hygiene, ventilation, quietness, and avoid areas with polluted environments.
5.1.3. Conform to the location of the functional area determined in the urban master plan.
5.1.4. The scale of regional general hospitals and average floor area index per bed are specified in Table 1.

NOTES: 1) The specified construction site area above does not include residential and public welfare facilities serving the living needs of officials and employees. These facilities are built outside the construction site of regional general hospitals. 2) In case the construction land area of regional general hospitals in urban areas cannot meet the above regulations, it is encouraged to design multi-block, high-rise regional general hospitals, but must comply with and ensure the operational chain of regional general hospitals. |
5.2. Master Plan Requirements
5.2.1. In addition to complying with the provisions in 5.2 of TCVN 4470 : 2012, the master planning of regional general hospitals must also comply with the provisions of this standard.
5.2.2. The minimum sanitary safety distances between separately arranged buildings for patient wards are specified in Table 2.

6. Facility Contents and Design Solutions
6.1. General Requirements

6.1.2. Requirements for Clear Dimensions
Comply with the requirements for clear dimensions specified in 6.1.2 of TCVN 4470 : 2012.
6.2. General Examination and Outpatient Treatment Department
6.2.1. In addition to complying with the provisions in 6.2 of TCVN 4470 : 2012, the design of the General Examination and Outpatient Treatment Department must also comply with the provisions of this standard.
6.2.2. The minimum structure and number of examination places are specified in Table 3.

6.3. Inpatient Treatment Area
6.3.1. In addition to complying with the provisions in 6.3 of TCVN 4470 : 2012, the design of the Inpatient Treatment Area must also comply with the provisions of this standard.
6.3.2. The Inpatient Treatment Area includes the following departments:

6.3.3. The minimum structure of inpatient bed ratios by specialty is shown in Table 5.
NOTE: An inpatient unit includes the following areas:
- Patient rooms and patient activity rooms;
- Staff work and rest rooms;
- Professional rooms of the unit.

6.3.4. A simple testing lab should be arranged in the Obstetrics and Gynecology Department to perform routine blood, biochemical, and urine tests, and fresh specimen examinations for large-scale regional general hospitals.
6.3.5. In the Dentistry Department, arrange X-ray rooms for at least 01 dental X-ray machine and 01 Panoramic X-ray machine. Large-scale regional general hospitals must arrange a dental prosthetics lab for 2 to 3 technicians.
6.3.6. Emergency Department, Intensive Care – Poison Control Department
6.3.6.1. The emergency holding area should have 10 to 20 emergency holding beds to handle on-site emergencies brought in from outside.
6.3.6.2. Number of inpatient beds in the Emergency Department of regional general hospitals:
- Large scale (350 to 500 beds): from 10 inpatient beds to over 15 inpatient beds;
- Small scale (250 to 350 beds): from 06 inpatient beds to over 12 inpatient beds;
NOTE: It is recommended to arrange 10 beds/unit.
6.3.6.3. If a small-scale regional general hospital does not have enough conditions to arrange a 10-bed emergency inpatient unit, it can organize a shared inpatient unit for both emergency and intensive care. The department organizes 02 to 03 units, each unit with 10 beds, and complies with the general regulations of the department.
6.3.6.4. Number of inpatient beds in the Intensive Care – Poison Control Department of regional general hospitals:
- Large scale (350 to 500 beds): from 10 inpatient beds to over 25 inpatient beds;
- Small scale (250 to 350 beds): from 09 inpatient beds to over 18 inpatient beds;
NOTE: It is recommended to arrange 10 beds/unit.
6.3.7. The minimum number of treatment places in the Physical Therapy – Rehabilitation Department is specified in Table 6 with the minimum room area index specified in Table 21 of TCVN 4470 : 2012.
6.3.8. The Oncology Department is only organized for Class II regional general hospitals (scale from 350 to 500 beds), including two units: Radiotherapy and Nuclear Medicine.

6.4.6. The area of dialysis rooms is calculated according to the standard of 10 m2/dialysis machine. The minimum number of dialysis machines in regional general hospitals is:

6.6. Logistics Technical Services and General Services Area
6.6.1. The Logistics Technical Services and General Services Area of regional general hospitals must comply with the provisions specified in 6.6 TCVN 4470 : 2012 and the provisions in this standard.
6.6.2. The areas of storage and workshops are specified in Table 14.
