The Ministry of Construction received document No. 348/2020/CV-LDG/KXD dated November 13, 2020, from LDG Investment Joint Stock Company regarding the interpretation of the calculation method for the floor area used to determine the land use coefficient according to the National Technical Regulation on Construction Planning QCVN 01: 2019. After consideration, the Ministry of Construction provides the following opinion:

In Section 1.4.21 of QCVN 01: 2019/BXD, it is stipulated: “The land use coefficient is the ratio of the total floor area of the construction work, including the basement floors (excluding the floor areas serving the technical systems, firefighting and prevention, emergency shelter, and parking of the construction work) to the total area of the land lot.” This requirement is to determine the level of exploitation of the land lot space to ensure the provision of appropriate technical and social infrastructure. The land use coefficient is expressed by the relationship between the total floor area of the constructed building and the area of the land lot. Therefore, the total floor area is applied to the entire floor area of the construction work, including both above-ground and underground floors (if any), excluding the floor areas serving the technical infrastructure systems, firefighting and prevention, emergency shelter, and parking of the construction work.

The above is the opinion of the Ministry of Construction, and LDG Investment Joint Stock Company is requested to implement accordingly.
