The Ministry of Construction received the document No. THT-20-314 dated September 11, 2020, from THT Development Co., Ltd. regarding guidance on calculating the floor area of public buildings to serve as a basis for calculating the parking area as prescribed. Regarding this matter, the Ministry of Construction responds as follows:

The National Technical Regulation QCVN 01:2019/BXD on Construction Planning stipulates the method for calculating the minimum car parking area in Table 2.20. Accordingly, high-end offices, foreign affairs agency headquarters, conference centers, exhibition centers, display centers, and shopping malls need to arrange a minimum of 100 m2 of usable floor area per car parking space (25.0 m2/space).

For public buildings/mixed-use buildings, the calculation of parking area should be based on the separate floor area of each main function within the building. Common use areas such as corridors, restrooms, emergency exit stairs, elevators, common lobbies, refuge areas, and technical floor areas are not used to calculate the parking area.
