Pursuant to Decree No. 81/2017/ND-CP dated July 17, 2017 of the Government regulating the functions, tasks, powers and organizational structure of the Ministry of Construction;

Pursuant to Decree No. 127/2007/ND-CP dated August 1, 2007 of the Government detailing the implementation of a number of articles of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 78/2018/ND-CP dated May 16, 2018 of the Government amending and supplementing a number of articles of Decree No. 127/2007/ND-CP dated August 1, 2007 of the Government detailing a number of articles of the Law on Standards and Technical Regulations;

At the proposal of the Director of the Department of Science, Technology and Environment,

The Minister of Construction promulgates the Circular issuing the National Technical Regulation on “Construction Planning”, code number QCVN 01:2019/BXD.

Article 1. Promulgate together with this Circular the National Technical Regulation on “Construction Planning”, code number QCVN 01:2019/BXD.

Article 2. This Circular shall take effect from July 1, 2020 and replace Circular No. 32/2009/TT-BXD dated September 10, 2009 of the Minister of Construction promulgating the National Technical Regulation QCVN 14:2009/BXD on Rural Construction Planning and Decision No. 04/2008/QD-BXD dated April 3, 2008 of the Minister of Construction promulgating the Construction Regulation QCXDVN 01:2008 on Construction Planning.

Article 3. Ministers, Heads of ministerial-level agencies, Heads of Governmental agencies, Chairpersons of People’s Committees of provinces and centrally-run cities, and relevant organizations and individuals shall be responsible for the implementation of this Circular./.
