Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to Decree No. 127/2007/ND-CP dated August 1, 2007 of the Government detailing the implementation of a number of articles of the Law on Standards and Technical Regulations and Decree No. 78/2018/ND-CP dated May 16, 2018 of the Government amending and supplementing a number of articles of Decree No. 127/2007/ND-CP;

Pursuant to Decree No. 81/2017/ND-CP dated July 17, 2017 of the Government prescribing the functions, tasks, powers and organizational structure of the Ministry of Construction;

At the proposal of the Director of the Department of Science, Technology and Environment,

The Minister of Construction promulgates the Circular issuing the National Technical Regulation on Safety in Construction.

Article 1. To promulgate together with this Circular QCVN 18:2021/BXD National Technical Regulation on Safety in Construction.

Article 2. This Circular shall take effect 06 months from the date of its promulgation and replace Circular No. 14/2014/TT-BXD dated September 5, 2014 of the Minister of Construction promulgating QCVN 18:2014/BXD National Technical Regulation on Safety in Construction.

Article 3. Ministers, Heads of ministerial-level agencies, Heads of Government-attached agencies, Chairpersons of People’s Committees of provinces and centrally-run cities, and relevant organizations and individuals shall be responsible for the implementation of this Circular.
