Pursuant to Decree No. 81/2017/ND-CP dated July 17, 2017 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Construction;

Pursuant to Decree No. 127/2007/ND-CP dated August 1, 2007 of the Government detailing the implementation of a number of articles of the Law on Standards and Technical Regulations; At the proposal of the Director of the Department of Science, Technology and Environment,

The Minister of Construction promulgates the Circular issuing the National Technical Regulation on “Construction and installation of outdoor advertising media”, code number QCVN 17:2018/BXD.

Article 1. To promulgate together with this Circular the National Technical Regulation on “Construction and installation of outdoor advertising media”, code number QCVN 17:2018/BXD.

Article 2. This Circular takes effect from November 1, 2018 and replaces the content of the National Technical Regulation on Construction and Installation of Outdoor Advertising Media promulgated together with Circular No. 19/2013/TT-BXD dated October 31, 2013 of the Minister of Construction.

Article 3. Ministers, Heads of ministerial-level agencies, Heads of Government-attached agencies, Chairpersons of People’s Committees of provinces and centrally-run cities, and relevant organizations and individuals shall be responsible for the implementation of this Circular.
