03/2020/TT-BXD REGULATIONS ON ARCHITECTURAL DESIGN DOSSIERS AND ARCHITECTURAL PRACTICE CERTIFICATE TEMPLATES
Pursuant to the Law on Architecture dated June 13, 2019;
Pursuant to Decree No. 81/2017/ND-CP dated July 17, 2017 of the Government stipulating the functions, duties, powers and organizational structure of the Ministry of Construction;
At the proposal of the Director of the Department of Planning – Architecture;
The Minister of Construction issues a Circular regulating architectural design dossiers and architectural practice certificate templates.
CHAPTER I GENERAL PROVISIONS
Article 1. Scope of regulation and subjects of application
This Circular regulates the contents of architectural design dossiers and architectural practice certificate templates applicable to domestic and foreign organizations and individuals related to architectural design activities in the territory of the Socialist Republic of Vietnam.
Article 2. General provisions on architectural design dossiers
1. An architectural design dossier is a component of a construction design dossier to be appraised and approved in accordance with the Law on Construction.
2. Architectural design dossiers include the following types:
a) A preliminary architectural design dossier is the architectural contents in the preliminary design at the pre-feasibility study report stage;
b) A basic architectural design dossier is the architectural contents in the basic design at the feasibility study report stage;
c) Technical architectural design is the architectural contents in the technical design at the stage after basic design;
d) Construction drawing architectural design is the architectural contents in the construction drawing design at the stage after basic design;
dd) Other architectural design dossiers at other design stages (if any) according to international practices, corresponding to the construction design stages decided by the investment decision maker when deciding to invest in the project.
3. Architectural design dossiers in specialized construction investment projects shall comply with the Law on Construction.
4. Architectural design dossiers in urban planning schemes, rural planning schemes, and urban designs shall comply with the Law on Construction and the Law on Urban Planning.
5. When adjusting architectural designs, an adjusted architectural design dossier must be prepared including adjusted drawings that meet the following requirements:
a) Clearly state the content, time, number of adjustments, with the agreement of the design manager and the project owner;
b) The design organization and project owner must sign and take legal responsibility for the amended contents in the drawing title block.
CHAPTER II CONTENTS OF ARCHITECTURAL DESIGN DOSSIERS
Article 3. Specifications of architectural design dossiers
1. An architectural design dossier includes drawings and explanations.
2. An architectural design dossier must meet the following requirements:
a) Specifications and scales of drawings comply with National Standard TCVN 5671:2012 on construction design document system – architectural design dossier;
b) Drawing title block must comply with National Standard TCVN 5571:2012 on construction design document system – construction drawings – title block.
3. Individuals in charge of the architectural expertise of the organization, legal representatives or authorized persons must sign and stamp the design contractor’s seal as prescribed.
4. The design manager named in the design dossier must ensure:
a) Directly organize the implementation of design tasks, have expertise and take the highest responsibility for the content and quality of architectural designs, control the disciplines to coordinate and unify with architecture;
b) The design manager can be the author of the architectural scheme or the person directly organizing the implementation of the author’s idea.
5. The architectural design leader named in the design dossier must ensure:
a) Must have sufficient capacity to be assigned to lead the architectural design of the project or lead the appraisal of architectural designs, be responsible for the contents of the architectural designs;
b) The leader can replace the role of the manager if authorized by the manager.
Article 4. Preliminary architectural design dossier
1. Drawings include:
a) Location diagram, project site, data on project scale and nature, current status, site boundaries, planning information, directions, routes of existing and planned technical infrastructure works (if any), existing works and surrounding architectural landscape, analysis of transport links;
b) Architectural concept design drawings showing: work flow, form, lines, colors, light on general drawings, perspectives, plans, elevations, sections, interior and exterior, relationship with the overall architectural landscape space of the area.
2. Explanations include:
a) Explanations of the contents specified in Clause 1 of this Article;
b) Orientations on structural solutions, equipment systems, technical infrastructure and operation and exploitation management;
c) List of applied standards and technical regulations;
d) Appendix of legal documents related to the legality of preparing the preliminary architectural design dossier.
Article 5. Basic architectural design dossier
1. Drawings include:
a) The drawings specified in Clause 1, Article 4 of this Circular;
b) Drawings of architectural solutions combined with structural solutions, equipment systems, and technical infrastructure.
2. Explanations include:
a) Brief introduction of the construction location, scale, and project nature; explanation of the architectural concept, architectural design solutions, and materials used;
b) Design solutions for the general plan of the project, location, construction scale of the project items, regional technical infrastructure;
c) List of applied standards and technical regulations;
d) Appendix of legal documents related to the legality of preparing the basic architectural design dossier.
Article 6. Technical architectural design dossier
1. The contents of the technical architectural design dossier must be consistent with the basic design approved by the competent authority, and must clarify the technical specifications, materials, dimensions, specific technical calculations for manufacturing, construction, and installation.
2. Drawings include:
a) Location diagram, project site, current status map, site boundaries, planning information according to the approved plan;
b) General plan drawings: showing the project’s investment and construction items, clearly stating new construction, renovation, and embellishment items based on the current status of the site, identifying red line boundaries, construction boundaries, identifying entrances, exits and traffic flows, providing technical criteria on the research site area, construction area, construction density, total floor area, land use coefficient, area of items, number of stories, internal traffic system, identifying boundaries and positioning of underground works;
c) Drawings for locating the project, plans of floors, elevations, sections, workflow diagrams and space organization;
d) Illustrative drawings: overall perspectives, corner perspectives, basic interior and exterior;
e) Drawings of dimensions, statistics of doors and stairwells; statistics of area, specification of materials, colors of architectural elevations, toilets, floor tiles, list of finishing materials;
f) Drawings of auxiliary works and outside the building, fences, greenery, and yards.
3. Explanations include:
a) Clearly showing calculations for selecting technical options, technological processes, material properties, clarifying parameters that cannot be fully shown in drawings and providing sufficient basis for preparing the total cost estimate of the project and construction design;
b) The contents specified in Clause 2, Article 5 of this Circular.
Article 7. Construction drawing architectural design dossier
1. The contents of the construction drawing architectural design dossier must be consistent with the basic design and technical design appraised and approved by the competent authority; must show in detail all parts of the project, structures with full dimensions, materials, technical specifications and clearly state the instructional contents in the drawings for construction according to design.
2. Drawings include:
a) The drawings specified in Clause 2, Article 6 of this Circular;
b) Details of project component structures;
c) Details of auxiliary project components, garages, gates, fences, yards, gardens, flower beds, underground water tanks, drainage ditches, landscape lighting; sidewalk paving, walkways;
d) Ceiling design, lighting, acoustics, equipment attached to the project.
3. Explanations include:
a) Fully explaining the contents that cannot be shown in the drawings so that the construction contractor can implement according to the correct design, technical instructions to ensure the contents of the construction design developed after the basic design;
b) The contents specified in Clause 3, Article 6 of this Circular.
Article 8. Interior design dossier
1. The interior design dossier not included in the construction drawing architectural design dossier specified in Article 7 of this Circular shall be prepared according to the requirements of the project owner with the design contractor.
2. Drawings include:
a) Drawings of the current status, location plan of the interior design space, diagrams analyzing the relationship with other functional spaces;
b) Deployed floor plans, elevations, floor tiling, interior layout, electrical equipment layout;
c) Details of interior furniture samples, equipment;
d) Perspective illustration drawings.
3. Explanations include: list and statistics of equipment, specification of materials, instructions for the construction contractor to implement according to the correct design, warranty and maintenance technical process.
Article 9. Exterior design and landscape architecture dossier
1. The exterior design and landscape architecture dossier shall be prepared separately, not included in the construction design dossier, and shall be prepared according to the requirements of the project owner with the design contractor.
2. Drawings include:
a) Current status of landscape, floor plan, elevations, exterior layout, yards and gardens;
b) Architectural details, types of greenery, planters, landscape elements, exterior furniture, walkways, ponds, specification of materials related to the design;
c) Specification of exterior finishing and decoration, yards and gardens, statistics, specification of technical parameters of installed equipment;
d) Overall perspective drawings of yards and gardens, details, focal points, landscape elements.
3. Explanations include: list and statistics of materials, greenery, equipment, instructions for the construction contractor to implement according to the correct design, warranty and maintenance technical process.
CHAPTER III ARCHITECTURAL PRACTICE CERTIFICATE TEMPLATES
Article 10. Contents of architectural practice certificates
1. Management of architectural practice certificate numbers: An architectural practice certificate number consists of 02 groups of symbols, connected by a dash (-), specified as follows:
First group: has 03 characters indicating the place of issuance of the certificate as prescribed in Appendix I to this Circular;
Second group: Architectural practice certificate code number.
2. The main contents of an architectural practice certificate include: Basic information of the individual granted the certificate: photo size 4x6cm, full name, date of birth, ID card number (citizen identification card or passport);
Name of issuing agency, signature and seal;
Practice fields and practice duration for each granted field.
3. The architectural practice certificate has specifications and main contents according to the template in Appendix II enclosed with this Circular.
CHAPTER IV IMPLEMENTATION ORGANIZATION
Article 11. Transitional provisions
Architectural design dossiers of construction investment projects that have signed construction design contracts before the effective date of this Circular shall continue to be implemented according to the provisions of the design contract.
Article 12. Entry into force
This Circular takes effect from September 15, 2020.

Responsibilities of the certificate holder: 1. Only undertake and perform architectural activities within the scope permitted by this certificate. 2. Comply with the provisions of the law on architecture and other relevant laws. 3. Not allow others to rent, borrow or use this certificate to practice. 4. Not erase or modify this certificate. 5.
