The spatial organization of urban areas, rural areas and functional zones; the organization of technical and social infrastructure facilities; and the creation of a suitable environment for people living in territorial areas to ensure harmonious combination between national interests and community interests, meeting the objectives of socio-economic development, national defense, security, environmental protection and response to climate change. Construction planning is expressed through construction planning schemes including diagrams, drawings, models and explanations.

NOTE: Construction planning includes the types of planning prescribed in the Law amending and supplementing a number of articles of 37 laws related to planning.
