TCVN 9213:2012 District Hospital – Design standard

Foreword

TCVN 9213:2012 was compiled by the Institute of Architecture, Urban and Rural Planning, proposed by the Ministry of Construction, appraised by the Directorate for Standards, Metrology and Quality, and announced by the Ministry of Science and Technology.

1. Scope

This standard applies to the design of new construction and renovation of district hospitals nationwide.

2. Normative references

The following normative references are indispensable for the application of this standard. For dated references, only the cited edition applies. For undated references, the latest edition of the referenced document (including any amendments) applies.

3. Terms and definitions

This standard uses the terms and definitions given in TCVN 4470:2012 and the following terms and definitions:

District hospital

Is a medical examination, treatment and healthcare facility for patients, including several specialties and fields that meet the medical examination and treatment needs of people in the district.

4. General provisions

When designing district hospitals, it is required to comply with the general provisions stated in Article 4 of TCVN 4470:2012 and the provisions in this standard.

5. Requirements for construction land and overall site planning
5.1. Requirements for construction land

5.1.1. The location of the construction land must conform to the approved planning, have convenient transportation and take into account future development needs.

5.1.2. Sanitation is airy and quiet, avoiding land areas with polluted environments.

5.1.3. The scale of district hospitals and the average floor area index per hospital bed are specified in Table 1.

NOTE:
1) The construction land area specified above does not include residential and public welfare works serving the life of officials and employees. These works are built outside the hospital’s construction land.
2) In case the construction land area of hospitals in urban areas does not meet the above regulations, it is encouraged to design concentrated, high-rise hospitals but must comply with and ensure the hospital’s operation chain.
5.2. Requirements for overall site planning

5.2.1. Comply with the general requirements for overall site planning stated in 5.2 of TCVN 4470:2012.

5.2.2. The minimum sanitary and safety distance between buildings and separately arranged works for patient buildings is specified in Table 2 of TCVN 4470:2012.

6. Work content and design solutions
6.1. General requirements

6.1.1. Work content

6.1.2. Requirements for clear dimensions

Comply with the requirements for clear dimensions specified in 6.1.2 of TCVN 4470:2012.

6.2. Department of General Medical Examination and Outpatient Treatment

6.2.1. Comply with the general provisions of the Department of General Medical Examination and Outpatient Treatment specified in 6.2 of TCVN 4470:2012 and the provisions in this standard.

6.2.2. The structure and minimum number of examination rooms are specified in Table 3.

6.3. Inpatient Treatment Area

6.3.1. Comply with the general requirements of the Inpatient Treatment Area specified in 6.3 of TCVN 4470:2012 and the provisions in this standard.

6.3.2. The Inpatient Treatment Area includes the following departments:

6.3.3. The Inpatient Treatment Area of the Hospital must be designed into treatment units with a scale of 10 to 35 beds according to the requirements of each separate department. For departments with an insufficient minimum number of inpatient beds for a treatment unit, it is allowed to arrange a joint department (from 2 to 3 departments). The joint patient area must have separate patient rooms for each specialty. The minimum ratio structure of inpatient beds by specialty is shown in Table 5.

NOTE: The inpatient treatment unit includes the following areas:

– Patient rooms and patient living rooms;
– Staff work and living rooms;
– Professional rooms of the unit.

6.3.4. The Traditional Medicine Department in a small-scale District Hospital (50 to 150 beds) can be combined with the Internal Medicine Department. In a large-scale hospital (150 to 250 beds), it can be arranged independently for each hospital. When arranged independently, it is necessary to comply with the general provisions of the Traditional Medicine Department specified in TCVN 4470:2012.

6.3.5. The patient room area of the Gynecology Department should have one room with 02 to 04 beds. Do not arrange testing rooms in the Obstetrics and Gynecology Department of District Hospitals.

6.3.6. Pediatrics Department

6.3.6.1. The area standard and number of beds in a room of the pediatric unit are specified as follows:

– For newborns and infants: from 3 m2/bed to 4 m2/bed, arrange a maximum of 08 beds/room;

– For older children: from 5 m2/bed to 6 m2/bed, arrange a maximum of 06 beds/room.

NOTE: In case it is necessary to organize eating and resting spaces for mothers, it must be stated in the investment report and approved by the Ministry of Health or competent authority.

6.3.6.2. The number of newborn beds is equal to the number of maternity beds.

6.3.6.3. Rooms for premature and isolated newborns must be separately partitioned, with each room not exceeding 02 beds. The newborn treatment room must have doors or glass partitions for observation and monitoring.

6.3.6.4. Living service rooms in the pediatric unit include: Food preparation and eating area, bathing area, laundry area, toilet area, storage, etc.

6.3.7. In the joint Dentistry – ENT – Ophthalmology Department of large-scale district hospitals, an X-ray room should be arranged for at least 01 dental X-ray machine, a dental lab for 1 to 2 technicians.

6.3.8. Emergency – Intensive Care – Poison Control Department

6.3.8.1. The emergency holding area should have about 03 to 04 emergency holding beds to handle on-site emergencies brought in from outside.

6.3.8.2. The areas of rooms in the Emergency – Intensive Care – Poison Control Department are specified in Table 6.

6.3.9. The Physical Therapy – Rehabilitation Department of a small-scale District Hospital can be combined with the Internal Medicine Department with a scale of 5 to 10 beds. The minimum number of treatment spaces in the Physical Therapy – Rehabilitation Department is specified in Table 7 with the minimum room area criteria specified in Table 21 of TCVN 4470:2012.

6.5.1. The Administrative Management Area of District Hospitals must comply with the provisions specified in 6.5 of TCVN 4470:2012 and the provisions in this standard.

6.6. Logistics and General Services Area

6.6.1. The Logistics and General Services Area of District Hospitals must comply with the provisions specified in 6.6 of TCVN 4470:2012 and the provisions in this standard.

6.6.2. The areas of warehouses and workshops are specified in Table 17.
